LED SUMMIT TO ADDRESS ISSUES OF YOUTH UNEMPLOYMENT

Cogta EC is hosting an LED Partnership Summit from 31 October to 02 November 2017 in East London International Convention Centre(ICC).

The Summit will be attended by various stakeholders to concretise partnerships between municipalities and the business sector to drive service delivery, youth unemployment, economic development and support to Small, Medium and Macro Enterprises (SMMEs).

The central theme of the Summit is to explore avenues for partnerships between government and the private sector stakeholders to support municipalities. The Summit will official be opened by MEC Fikile Xasa and the key note address will be delivered  by the Premier of the Eastern Cape. Continue reading

RAIN DAMAGE IN SOME PARTS OF THE EC PROVINCE

Heavy rains have caused damage in some parts of the EC Province.

The affected areas include Raymond Mhlaba Local Municipality where no major damages has been reported except minor cracks to some RDP houses.

Our District and Provincial teams are on the ground to assess and verify the extent of the damage including the Mbashe Municipal area. Continue reading

INAUGURATION OF NEW MEMBERS OF THE EC HOUSE OF TRADITIONAL LEADERS

Eastern Cape Premier Phumulo Masualle will officiate the swearing in of thirty eight (38) new members of the Eastern Cape House of Traditional Leaders (ECHTL) on 26 September 2017, in the House Chamber in Bhisho. The swearing in will be done the Judge President of the Eastern Cape High Court. The term of office of the former members of the House expired at the end of May 2017. The members of the House are drawn from the Local Houses of Traditional Leaders (LHTL) which have just been established throughout the Province.

“The processes to nominate, elect and swear in members of the Local Houses have been completed successfully without any incident reported. Now we are ushering in new members of the Provincial House to uphold the principles of our Constitutional democracy,” said MEC Xasa. Continue reading

INSTALLATION OF MEMBERS OF PROVINCIAL HOUSE ON THE CARDS

The process to inaugurate the new members of the Eastern Cape Provincial House of Traditional Leaders (ECHTL) is set for 26 September 2017 in the Bhisho. The event will be officiated by the Judge President of the Eastern Cape High Court.

Thirty eight (38) members of the Provincial House will be nominated from members of the Local Houses of Traditional Leaders (LHTL).  The elections of members of the LHTL will be held on 18 September 2017 flowing from the Imbizo meetings to nominate candidates held on 07 September 2017 in the Province.

“Currently, we are busy with the verification process of the candidate lists to prepare a credible Voters Roll. Unqualifying candidates will not appear in the Voters Roll and they will be notified accordingly in writing,” said Cogta MEC Fikile Xasa. Continue reading

ELECTIONS OF MEMBERS OF LOCAL HOUSES PROCEEDING SMOOTHLY

The process to elect new members of the Local Houses of Traditional Leaders (LHTL) has started in all six (6) Electoral Colleges of the Eastern Cape Province. The process is expected to be completed today with seventy seven (77) members across the Province. The newly elected members of the LHTL will be sworn in by District Magistrates on 20 September 2017 in their respective areas.

The process will then be followed by the nomination of thirty eight (38) members to the Eastern Cape Provincial House of Traditional Leaders (ECHTL), who will then be inaugurated on 26 September 2017 in Bhisho. The event will be officiated by the Judge President of the Eastern Cape High Court. The Provincial House will also be expected to nominate three (3) people to represent the Province in the National House of Traditional Leaders in Cape Town. Continue reading

COGTA LEADS SUPPORT TO MUNICIPALITIES TO MANAGE OWN AFFAIRS

COGTA is on the right course to engender the Constitutional provision that encourages the three spheres of government to assist and support one another, consult on matters of common interest and coordinate their actions, through the existing Intergovernmental Relations forums. This is the view of COGTA MEC Fikile Xasa on the planned three day Provincial Intergovernmental Relations (IGR) Forum to be hosted in the Nelson Mandela Metro this week.

MEC Xasa said the Executive Council of the Province resolved that his department become the single window through which all Provincial MuniMEC meetings should be co-ordinated in the Province. As a result, he added that the Provincial MuniMEC Forum since its inception in 2003 has become a platform for strategic engagement and discussion by all national, provincial and local government role-players on strategic issues to enhance service delivery. IMBIZO MEETINGS SET TO ESTABLISHMENT LOCAL HOUSES

COGTA machinery and systems are firmly in place to establish Local Houses of Traditional Leaders (LHTL) by the end of September 2017, MEC Fikile Xasa announced today.

MEC Xasa said Chairpersons of Traditional Councils (TC) will convene Imbizo meetings in their communities on 07 September 2017 (tomorrow) to select three (3) people who will then take part in the election process on 18 September 2017.

The Houses will be stablished in Alfred Nzo, Chris Hani, Amathole, Joe Gqabi, OR Tambo and Buffalo City Metro Municipalities. There will be no Houses in Sarah Baartman and Nelson Mandela Metro as there are no traditional leaders in these areas.

The MEC said all members of the affected communities are encouraged to attend the imbizo meetings and elect their representatives to the LHTL.

So far the achievements include the;

  • Approval of Regulations for the establishment of the LHTL,
  • Establishment of the Steering Committee (SC),
  • Appointment of the Project Team to oversee the entire operation to establish the LHTL.

MEC XASA TO VISIT BUMBANE GREAT PLACE

MEC for Cooperative Governance and Traditional Affairs F.D. Xasa will be visiting Bumbane Great Place near Mthatha in the Dalindyebo Region. The purpose of the meeting is to meet with traditional leaders to discuss matters pertaining to Traditional Leadership and Governance as well broader service delivery challenges in the area.

MEC Xasa will be accompanied by Troika from OR Tambo District Municipality and King Sabata Dalindyebo local municipality, representatives from sector departments, officials from Cogta and Community Development Workers (CDWs). This visit is scheduled to be as follows:

PROCESS TO ESTABLISH LOCAL HOUSES FIRMLY UNDERWAY

FLOWING from the end of term of the Eastern Cape House of Traditional Leaders (ECHTL), the process to establish Local Houses of Traditional Leaders (LHTL) in the Province is firmly in place. The assurance was made by the Cogta MEC Fikile Xasa following engagement meetings with key stakeholders affected by the process. The Houses will be stablished in Alfred Nzo, Chris Hani, Amathole, Joe Gqabi, OR Tambo and Buffalo City Metro Municipalities.

MEC Xasa met with members of the former Executive Committee of the EC House of Traditional Leaders, Speakers from District Municipalities, leadership of the Congress of Traditional Leaders of South Africa (CONTRALESA) and Kings in Mthatha and East London recently. The purpose of the sessions was to share information with regard to regulations on the election of members of the Houses.

“We are determined to ensure that the entire process is technically sound and beyond reproach. We want to do things in line with provisions of the law and applicable regulations without fail. The Premier of the Province and myself will act as referees to achieve a free and fair election process,” said MEC Xasa. Continue reading
