Hon. F. Xasa



  • Honourable Xasa was born on the 08th of July 1957 at Egoso Location in the District of Engcobo.


  • His primary education was done at St Albans Junior Secondary in Engcobo.



  • He matriculated at Clarkebury in 1978


(a)   In 1981 he completed the Bachelor of Education at the University of Transkei

(b)   In 1982 he completed a Post Graduate Diploma in Education (PDE) at the University of Transkei

(c)   Bachelor of Education at the University of Fort Hare

(d)   Post Graduate Diploma Business Administration at the Regent College

(e)   Advanced Diploma in Labour Law at the Global Solutions

  • He started teaching on 19 January 1983, at Manzana Senior Secondary School in Engcobo
  • He got promoted at various stages as Head of Department , Deputy Principal and Principal at the same school
  • He was appointed as a member of the Strategic Management Team (SMT) for Education in 1994 at Bhisho. The team was able to produce a Strategic  Plan and organizational structure for the Department
  • On 01 June 1995 he was appointed Regional Director for the Eastern Region with its Headquarters in Mthatha. The Region was formed up of 11 Magisterial Districts
  • In 2001 the Regions were phased out and he was appointed District Manager of King William’s Town. In 2005 he was transferred to Dutywa, crossing with Mr Sokutu
  • In January 2009, he was seconded to Bhisho as a Director for Community Liaison whilst working there he was sworn in as Member of the Eastern Cape Provincial Legislature on the 06th May 2009


  • He was part of the underground activities in the former Transkei
  • He  linked up with the network in Lesotho and Swaziland and he was tasked by the African National Congress with various responsibilities, including being part of the 1st regional structure in the Transkei after the unbanning of the ANC
  • Chairperson of Engcobo Branch
  • A member of the first Regional Executive of the former Transkei Region Heading Education Desk
  • He later became a member of the first Provincial Executive Committee of the ANC in 1994, also tasked to head the Education Desk
  • He has been the Chairperson of the Chris Hani for three terms
  • He is currently a member of the National Executive Committee of the ANC deployed in the Eastern Cape
  • He is also serving in the Sub-Committee for Health and Education



  • He developed a Strategic Plan for the Legislature (2009-2014)

He also reviewed an organogram to be in line with the Strategic Plan
